Go to an underwater section of Glitter Gulch Mine and use Talon Torpedo to open a passage to Hailfire Peaks.
You use the ice key to open a giant safe and get the mega-glowbo.

Take this to Humba Wumba outside Wicthyland and she turns Kazooie into a Dragon.

Can you only do it if you have BK? Because when I played it on N64 I remember that the key was in Banjo tooie

From what I recall there was some 20 seconds you had to swap the cartridges since there was no stored memory in the system. During the production for Tooie, Nintendo released the expansion pack with the added memory for the N64. With this new addition the system only held information for less than a second, so they had to cut it since no one can swap cartridges that fast.

From what I've read on sites you had to switch cartidges without powering down the N64 I believe and the expansion pack Disco spoke of came into effect. Unfortunately, the N64 wasn't designed for this and Nintendo told Rare they refused to replace any damaged consoles, so they scrapped it.
