I was wondering if these two scripts at the beginning of chapter 2 are any reference to Max Payne?

The voice of the narrator nearly fits (and is different from the others read by Alan himself) and the content sound pretty much like the end of MP.

Am I wrong?

It is indeed the Max Payne voice actor. Also, Sam Lake - who was the model for Max Payne in the first ...

appears in the TV show near the end of the game (which is why he's asked to 'do the face').

I just presumed they were taken from or inspired by his book "The Sudden Stop" in the Alex Casey series, hence the different narration.

Thats right. But the story itself, or the story of Alex Casey if you want, sounds very familiar to Max Payne.

It makes a whole lot of sense..it sounds like him, and it reminds me of one of the comic scenes in Max Payne. Since Remedy is proud of Max Payne (and they should be) it's likely they did pay homage to him.

It's definitely Max. I slept with those games I loved them so much, so I knew it was his voice.
