I've seen snippets of videos and extra 'story' online from this game. Is it a Japanese only kinda thing?

There are several versions of this game available to play. The one on the 360 is a polished variant of the 2006 Dreamcast release.
The version that you are referring to could be the PS2 port of the game. That game has also been called the "Enhanced" edition. The Enhanced Triggerheart has Faintear as a playable character. The game might also have the story-mode included which was stripped from the 360-version.
A bit of a shame really because I would have liked to play as Faintear as well as to "read" the story. :)

I think I paid $149 +$25ish S.H. for my version. Although you can get it for around $50 on ebay.
Edit: That was for the version that came with the Exelica figurine.

Just imagine if the content from the PS2 version from the game came as DLC, but one can dream, can't they...

If they had released Triggerheart today I think we would have gotten the "whole" game. Back when it was released the XBLA games were not allowed to be as big as they are now. If I remember correctly the things that were cut were done so because of lack of space.
As I said before, a real shame. I would really have liked the Enhanced variant of Triggerheart Exelica. :)
