How the hell am I supposed to do this? I've ground levels out in the Arena for hours, am in the mid-upper teens, and get my ass completely handed to me every single time I try this fight. I've tried it with lots of grenade use, triangle attacks, all weapons customized out the wazoo (no empty slots, best available item in each slot), etc. They deal enough damage that if I don't wipe them out in two rounds, somebody's going condition critical and I'm screwed. And yet it takes multiple hero actions/triangle actions to put one guy down out of three (nevermind the fight with 5!).

Any help/suggestions very welcome, as I dig the game's style but am close to chucking it in the bin if I'm never going to see 2/3 of it.

I have two suggestions, you may have tried both but if not this will help.
If you're levelling in the arena early choose someone to be your MG specialist and another to be your Pistol specialist, rather than trying to level everyone evenly. Then try one of these two (or both) methods:

1 - have your pistol specialist move first and fully charge (as much as you can) in order to gauge break one of the rebels. Then have at that one. The gauge break will allow you to recover more bezels and therefore be able to perform more hero actions or better survive someone losing all their scratch damage

2 - use hollow point rounds to help saturate the rebels and build their scratch damage faster.
