When is the best time to get this achievement? Where are the robots/how many are there. Also, are the rest of the DLC achievements earned just from normal story progression?

i did this one first - mostly because it involved the most exploring and general wandering around. there are ten "friends" in the sink you have to reactivate. the locations for each holotape is marked on your map a few at a time when you get the quest "all of my friends have off switches."

and if you look at this page: http://fallout.wikia.com/wiki/Old_World_Blues it would seem that the rest of the achievements are story related.
