So, yeah, I saw "1%" on the game's box and I thought: "Is it a 1% complete game or what?"
Does anyone have any idea?

Ha - I like Cpt Slaugh7er's answer.

But no - it's undoubtedly just a reference to the 1%'s in bike clubs...for what little that's actually worth with this game.

It's a shame. the game was supposed to be a sandbox biker game in the backdrop of 1960s America. That's sounds very cool and unique. I'd buy it if it was what this sack of shit (see what I did there :P) actually turned out to be.

Once upon a time there was a high level law enforcement official being interviewed and he said "99% of all motorcycle riders are law abiding citizens. It's the other 1% we want". From that day on, every outlaw motorcycle club in the world embraced it and started slapping 1% patches on their cuts/colors. It was more or less a passive-aggressive way of jumping right in people's faces and saying "yeah, I'm an outlaw...what are you going to do about it?"
