Toombs2008
So, yeah, I saw "1%" on the game's box and I thought: "Is it a 1% complete game or what?" Does anyone have any idea?

The 1% of people who make it out sane after playing the game.
Numbthumb
Ha - I like Cpt Slaugh7er's answer. But no - it's undoubtedly just a reference to the 1%'s in bike clubs...for what little that's actually worth with this game.
Slaughter.
It's a shame. the game was supposed to be a sandbox biker game in the backdrop of 1960s America. That's sounds very cool and unique. I'd buy it if it was what this sack of shit (see what I did there ) actually turned out to be.
gazmaster1
Going on what the discovery channel has taught me from watching fake real life shows like the laughing devils then its the top leaders in biker groups.

Steelhead
Once upon a time there was a high level law enforcement official being interviewed and he said "99% of all motorcycle riders are law abiding citizens. It's the other 1% we want". From that day on, every outlaw motorcycle club in the world embraced it and started slapping 1% patches on their cuts/colors. It was more or less a passive-aggressive way of jumping right in people's faces and saying "yeah, I'm an outlaw...what are you going to do about it?"
