boat steering

This is the worst steering I've ever encountered. There seems to be no rhyme or reason to and and I just keep getting stuck.

Hahaha I agree. I'm not sure if there is a "right" way or not but what helped me is once facing a straight direction (instead of backwards). I pressed up on both sticks. When I wanted to veer right, I would press forward on LS and right on RS. When wanting to steer left I would press up on RS and left on LS. I hope this helps you a little as I was frustrated too.

If you push forward with the LS, big brother rows. If you push forward with the RS little brother rows. Pulling back on either stick causes the respective brother to drag his oar. I acts just like an actual boat with two rowers.

Couldn't figure out the steering myself until I read this. Common sense really but apparently I don't have it!

Yea it confusing the fuck out of me. Either way I did it first try (if you can fail?). Just finished up though. Great game!
