I did search and see this was no where. I like this game, and this forum so i thought we could have some fun! I'll add more the more i think of them.

 

The Warhammer

Requirements: Level 15, Melee Weapons 60

 

Upon picking this perk, you gain 1 to your Strength when wielding any type of hammer (Sledgehammer, Super Sledge). You also gain 30 more action points in VATS when using these weapons. However, when these weapons are used in VATS, they rapidly decline in condition with each hit. When used outside of VATS they do half as much damage but do not decline.

 

^^ Aware that's stupid but i'm trying to be creative :)

 

Bounty Hunter

Requirements: Contract Killer, Lawbringer

 

Once you heave those 2 perks, you are able to select this perk. Upon killing any type on NPC, you gain 1 cap. Upon reaching 100 kills, you then gain 2 caps per kill. This continues in sequences of 100 until you get 15 caps per kill. Kills acquired prior to obtaining this perk do not count.

 

Claw Of Death

Requirements: Level 25

 

As long as you wield a Deathclaw Gauntlet, it will not decline. However, you are unable to kill a Deathclaw while wielding this weapon.

 

Ambrosia

Requirements: Fast Metabolism

 

Upon acquiring this perk, a new type of food item is added to the game. This new item, Ambrosia, restores 100 HP and eliminates Rads upon eating. It can also be sold for a large amount of caps. However, upon eating Ambrosia, your health will slowly decline (2HP per 30 seconds) until you sleep or get medical treatment.

 

Poison Apple

Requirements: Ambrosia

 

A new NPC is added to the game (Lance Luchane) who sells a new Food Item, the Poison Apple. This item depletes 3 health per second and can only be bought off this NPC.

 

There WILL be more. Post some of yours!

 

(Also, if possible, don't be like LOL I WANT DIS PERK THAT INSTA KILLS AND GIVES INVINCIBLE. Try and set them out to be readable, and unique. PLEASE MAKE THEM BE UNIQUE!)

 

There Comes A Time....

Requirements: Level 25, Cyborg

 

During odd times of the day (3:00, 5:00), you gain 2X bonus in damage and twice as much action points. These bonuses last until an even number time of the day comes. Does not work outside of VATS.

MUTATION!

 

Requirements: Level 25, Toughness

 

Prolonged exposure to victims of the FEV virus has altered your DNA at an almost imperceptable level, which worsens with exposure to radiation. The following temporary bonuses / penalties apply when irradiated:

 

Minor Radiation Poisoning: +5DR, -1CHR, -1 END

Advanced Radiation Poisoning: +10DR, -2CHR, -2 END, -1 AGL

Critical Radiation Poisoning: +15DR, -3CHR, +1 STR, -3 END, -2 AGL

Deadly Radiation Poisoning: +20DR, -4CHR, +2 STR, -4 END, -3 AGL

Lethal Radiation Poisoning: Death is not immediate, but health quickly ticks towards zero (15/s)

Hypnosis

 

Requirements: Level 28, Sneak 100 Science 100

 

Whenever you sneak up on an enemy, you will have the ability to "hypnotize" them into fighting for your cause for a short period of time.

 

This would create interesting scenarios and gameplay styles, much like summoning creatures on Oblivion.

Politician:

Requirements: Level 22, Speech 80, CHR 7

 

This perk allows special speech opportunities which can be used to convince all NPCs to join your cause to a maximum of 4 followers. However, all natural enemies will still attack each other (such as Super Mutants and Raiders).

Disguise Master

Req: Level 30, Speech 90, Sneak 100, Science 90, Barter 90, Silent Running, Cyborg, Ninja, 8 LUCK, 8 CHARISMA

 

Now you can join the Disguise Guild and get your very own disguise. You can be whoever you want, for example when you are disguising as Super Mutant you won't be attacked by Super Mutants but remember that everyone and everything in Capital Wasteland have their enemies so you'll be attacked by BoS and getting 200% more damage from them and 100% more damage from whoever you'll get shot from. Disguise lasts for 2 days and can't be worn off.

 

This perk: *ADDS A NEW MARKER "Disguise Guild"*, *ALLOWS YOU TO ONE-HIT SNEAK KILL FROM BEHIND ANYONE WHO IS IN CATEGORY YOU ARE DISGUISED FOR (i.e. when you are Supermutant you can kill another Supermuntant but not i.e. Raider)*NEW QUESTS*100% MORE DAMAGE FROM EVERYONE AND 200% MORE DAMAGE FROM MAIN ENEMIES*YOU ARE 10% SLOWER WHEN WEARING THE DISGUISE*

Slingshot:

With the Slingshot Perk you will be able to pickpock a Mutant and replace it's weapon for a slingshot.

 

Run for your Life:

When your health is down to less than 20% you can run two times faster than normal.

 

Exchange Rate:

With the Exchange Rate Perk pre-war money in your inventory is automatically coverted into 100 bottle caps for each pre-war money bundle.

your accuracy to hit any body part in V.A.T.S increases slightly as well as gaining 15 action points while using a named wepon (fisto!, man opener, blackhawk)

 

Wanted

requirements, level 10, evil

All raiders will become friendly towards you and you can meet a certain npc in the wasteland for some quests but you will suffer a penalty to speech tests towards good npcs

 

Mining Explosives

requirements, level 20

You have managed to get your hands on some mining explosives from moira, just enough to blow up something like the the rubble outside raven rock?

(basicly gives you the option of blowing up the rubble outside raven rook mainly in case you didnt pick up the boblehead, it also opens up a few doors in there to an armoury with a few suits of power armour and basic enclave stuff)

Taking full opportunity

Requirements: level 2

Everytime you repair a items you gain XP from this action. (Also, the larger difference between the 2 or more items the more XP gained)

 

Master Craftsman

Requirements: level 12 & Taking full opportunity

You gain double XP when repairing items now and when you have items repaired by NPCs you gain XP

 

The Creator of all

Requirements: level 22 & Master Craftsman & Taking full opportunity

You gain triple XP when repairing items now and when you have items repaired by NPCs you gain double XP and NPC repairs are free of charge!

Silent but Deadly : Requirements = Level 30, Sneak 100%, Small Guns 100%, Big Guns 100%, Energy Guns 100%

 

All guns are now silenced and do not cause enemy perception to detect you.

 

 

Forge (Named after the X-Men who can repair/make anything) : Requirements = Level 30, Science 100%, Repair 100%, Big Guns 100%, Energy Guns 100%, Small Guns 100%

 

Any weapon or armor can be fixed with scrap metal. (The higher the damage, the more scrap metal it takes)

 

Beast Master : Requirements = Level 30, Speech 100%, Animal Friend Lv2

 

You can now have 3 animal followers at a time of mix and match variety.

 

Now you see me... : Requirements = Level 30, Sneak 100%, Ninja

 

If your health depletes to 30%, you become invisible.

Who throws a cupcake?- Req: Lvl 20, Luck 8 When you run out of ammo with the current gun you are using, you will gain the ability to throw your gun at the enemy while in VATS, with a 50% chance that it will insta-kill that enemy followed by a bloody mess-like explosion. However, if you miss or do not get the insta-kill, you're opponent will laugh at you and you will be thoroughly humiliated.

Heat Seeker Requirements: Big Guns 70%

 

With this perk, missles fired in V.A.T.S. mode will finally home in on your intended target!!! Brilliant!!! Now if I could just do something about my aim...

 

Finish Him! Requirements: Unarmed 70%

 

With this perk, during V.A.T.S. mode, your unarmed has a 5% chance of fatality. Oh, and your unarmed damage does 15 pts of additional damage.

 

Air Strike Requirements: LUCK 7

 

You have friends (from either the Brotherhood/Enclave) that will provide you air support in a Vertibird during V.A.T.S. mode. Similar to the Mysterious Stranger, this baby comes equipped with gatling lasers, missles, mini nukes, and giant spinning blades of doom!

 

Clean Needle Requirements: 60% Medicine

 

Stimpaks will restore twice the amount of HP and will also restore AP (the amount restored is equal to half the amount of HP restored).

 

War Economy Requirements: Barter 80%

 

Vendors and trading caravans will now sell very rare/unobtainable weapons and armor in their poorest condition, and miscellaneous items, such as the Auto Axe, Fat Man, T-51b Power Armor, rare parts for custom weapons, etc. However, they will not sell items that are unique, i.e. Experimental MIRV, Infiltrator, etc. (Recommended for people with DLC's and high repair skill)

Master Mechanic: Repair 100% - Can repair any weapon by 10% with a piece of Scrap Metal.

Small guns 100 - Dual wield Small guns (10mm Pistol, Chinese Pistol, 10mm Sub Machine Gun, Sawn-off shotguns, Laser Pistol, Plasma Pistol, Alien Blaster) with a 20% penalty to accuracy (reduced to 10% with rank 2 of Small Guns Akimbo).

 

Unarmed or Meele 100 - Dual wield meele and unarmed weapons (Knife, Combat Knife, Pipe, Police Baton, Chinese Officer Sword, Power Fist!!!!, Nail Board, Deathclaw Gauntlet) with a 30% less damage with the off-hand (Left Hand). With rank 2 lowers penalty to 15%.

The Morgue Man- Requires: Lawbringer and Contract Killer

Whenever you kill any human, you will not only have the

have the option to scavenge all their belongings, but their

body as well. It can be sold at the The Family's metro

station home for a quite a fair price, but can weigh quite

a lot.

 

Explosive Punch- Requires: 90 Unarmed, 7 Strength, Iron Fist

When punching an enemy in VATS there is a 20% chance

your punch will cause an explosion, thus killing all enemies

around you.

With this perk you can change one of your old level perk with another one if you meat the requierement

 

Marathon : Requires : 7 Agility 5 strenght

When you are outside in the wasteland you can run 25% faster but if you get it or shoot might make you fall for 1second

Yeah, I was annoyed by the lack of dual wielding, with the exception of the Alien Blaster most of the pistols were rendered useless by the end of the game.

INSTA KILLS AND GIVES INVINCIBLE.

Req: Level 18, Strength 9.

 

When Fawkes is your follower and you are in an battle, Super Mutant Overlords nearby will help you. After battle, the Super Mutant Overlord will attack you. This perk also reduces the health of Fawkes but it will reborn when killed after 3 days and return to underworld.

 

And war..

Req: Complete the quest 'Death From Above'.

 

Enclave soldiers will have broken armor on them but their armor value raised when fully repaired to 3000 caps at the citadel.

 

War never changes.

Req: Complete the quest 'Who Dares Wins'.

 

Mind controlled enclave Deathclaws, which you now control, will now have the same amount of health you have.

 

Improvise

Req: Level 20, Luck 7.

 

(Replaces comprehension perk) Will give 3 skill points, instead of the regular 1 or 2 points per book. Will also raise the skill points cap to 150.

 

Back to the Vault.

Req: Level 25, Perception 9. Complete the quest 'Operation: Anchorage'.

 

After you completed O:A, you get loads of new distress signals. They all lead to one place, your former living room: Vault 101. There are apparently new problems at the vault and you can now re-enter the vault once again. But this time.. you'll stay. In the new quest, you'll get some nice features inside the vault. Be prepared.. tough discisions will be made.

lol perk was a joke. but that's what i think fallout perks need, hilarious/unusual perks that adds more fun to the game. how about Play Dead. Req: Lvl. 4. As a newbie, if you suck and suddenly find yourself overwhelmed, you can gain the ability to fall over and play dead. if you're lucky enough, then they walk away, giving you a chance to sneak away or perform a critical strike while their back is turned. Works well on Yao Guai. Takes quite a bit of action points so it cannot be used all the time, and obviously cannot work on enemies more than once.

No Shame

 

REQ: Level 20, Charisma 6+, Speech 75, Ladykiller

 

Charisma bonuses from sexy sleepwear are doubled, and removing your clothes entirely will guarantee success during speech checks with NPCs of the opposite sex (and hilariously, certain NPCs of the same gender that you'd never have suspected).

What Scrap Metal Glitch?

 

Req: Level 2, 100% gamerscore in TMNT

 

The player may forfeit playing the game at all in exchange for all the achievements, including a hidden secret 0 point achievement called 'i have no right to call myself a gamer.' The drawback is your 360 will burn the words 'you really missed the point' into the disc so that you can never actually play it.
