Best starting S.P.E.C.I.A.L / Traits?

Definitely Educated before Comprehension. Just get the books and hold onto them until you get it.

 

Also, if you need the money for the implants, break the banks at all the casinos, so you'll probably need over 5 luck with the Naughty Nightwear for an additional boost. I think altogether you get about 40,000 caps (5,000 at the Wrangler, 10,000 at Tops, 10,000 at Gomorrah, 14,000 at the Ultra-Luxe). Combine that with Snowglobes and you have about 55,000. You can buy all the Implants and an Anti-Materiel Gun from the Gun Runners to celebrate afterward.

How does this look? I'm just not sure if I should move or take any points out of Strength or Perception and move them anywhere into Agility or Luck. I think I'm good on my Endurance, Charisma and Intelligence.

No one else can really tell you how you should build your character; it boils down to how you want to play the game.

 

If you're doing a VATS-centric build, that looks decent, but with that low of strength, you might want to stick to two or three guns, maybe more if they use the same ammo (This Machine (amazing gun) and a silenced sniper rifle, for instance). The weight for ammo isn't huge, but if you're only gonna be using guns it might start to be an issue, so just keep track.

Very gun oriented. I don't really enjoy melee combat. Now time to get that INT implant at level one. I'm actually playing at the moment. ^^

Educated at level four, to maximize your skill points... Then comprehension as soon as possible after that IMO, not comprehension at level four.

 

So leave my endurance at 7 or 8 since no need of the charisma and regain health implants. I will take you're advice on getting the books early on, it's not like there is hundreds of them in FO3 so no big deal on taking a little time to find them all. Still Vader, what do you think of my build overall. It's mainly a VATS build, should it be alright enough to get me through hardcore?

For VATS, that does look good. Only thing, take a point out of Agility and put it in Perception so you can use Intense Training for Luck.

Even just from discovering locations, you'll probably hit level 2 before you get there. When I start new games, I go North, walk through Hidden Valley towards Black Mountain, but I turn away from Black Mountain and veer off left after passing the radioactive crater (you'll usually have to run past some centaurs, but there's a gate that they can't follow you through so you should still live as long as other super-mutants don't see you), and as I come out towards the same path Sloan is on (further North, though), I hug the mountainside on the right so I'm above ground. The deathclaw AI is stupid, so if you're above them even if they see you they usually just run around in circles.

 

There's an area where you'll have to come to lower ground for a bit, so stay crouched so that none of them follow you. This doesn't always work; I had to kill a deathclaw with a 9mm pistol and a laser pistol (ran out of ammo) at level 2 so that I could keep going.

 

Shortly after that, you'll get far enough East that there won't be deathclaws anymore, and you should run into the REPCONN headquarters. I usually walked inside and took everything on the four raider corpses near the entrance so I'd have something to sell, to get enough caps to enter the strip so I could get the caps for all implants.

 

Without already knowing the game and the map, though, this isn't something very doable. If you go the other way, ignoring all quests and people but following the loop around the strip, you'll probably be level 4 or 5 by the time you get there, but you won't lose out on many skill points, so it isn't a huge deal. It's much easier, it just takes a bit longer.

My first time playing I found a snow globe by a grave and made it to the strip and I'm still level one. :) I'm OCD about getting my INT to 10 before hitting level 2, no exceptions. I must. ;)

I usually decrease Charisma to 1 as its pretty much useless, and always boost my Intelligence to 9 or 10 to get more skill points every level. Ultimately though, it all depends on the type of character you want to make and how you want to play the game. Don't care about skills and just want to make a near-invincible character that kills everyone with melee? Crank up your Strength and Endurance. Want to make a sneaky assassin that relies on critical hits? Boost your Agility, Perception, and Luck.
