Good, bad, ugly-Storyline plot

So after I beat the game with all of the characters, I am still confused about a few things. Was Watters dirty as well? Why did he have Kim kill Donleavy? And why did the task force think they could arrest Mendoza in Mexico? The Mexican Federal police would have had to have been there with them.

I titled the thread like this because of who is who. Kim is the good, Eddie is the bad cop, and Ben is the Ugly. I also enjoyed visiting the fort from the first games.

My guess is that Donleavy was snooping around, and because of his alcoholism, Watters didn't want him to reveal any confidential information.

Also, the Task Force apparantly got permission from the US and Mexican government, to do anything they could to bring down the Cartel. Also the Mexican Federal Police (in real-life), often has secret cartel members, so the Task Force didn't want their aid. And the Task Force obviously was a loose cannon. Dickson even told Ben that she needed to learn of any new info before the News hears about it, and not the next day on television.
