Can you start a New Game+ on a Higher Difficulty, and maintain your unlocked stuff?

As the title asks, can I start a new game+, and retain my unlocked skills, and weapons? I need to get the higher difficulty achievement, but I also need the collectible achievements too.

If I can't increase the difficulty, and retain the skills and chapter select, then I may do another run through for the collectibles, then go through again on a higher difficulty.

No, you will lose all unlocked weapons and abilities upon starting a new game. You will keep your XP and already found yellow collectibles won't appear in the new playthrough anymore, but that's it.
