why is the Modern Times dlc not available on the aus market place?
and is there and similar games like this on xbox?

There are probably foreign copyright issues regarding the DLC. But as for other games of this genre on the Xbox, the only other similar one it Tropico 3. If you have a decent PC you could play the SimCity franchise which is like Tropico without the training wheels.

In addition to Tropico 4's predecessor, mentioned in the post above, Civilization Revolution is somewhat similar, though that's a pretty loose "somewhat," and there's no sandbox mode for the 360's Civ port, but there are scenarios. If you're already familiar with the Civilization franchise of games, then you probably already have an idea in which ways the games are similar, and which ways they divert.

However, if you haven't already played Tropico 3, it's certainly worth a play-through. I believe this more recent version to be an improvement, but both are certainly fun games, if you enjoy this type of game.

Yeah, Tropico 3 is a good game, sadly Tropico 4 might of ruined it for you, though maybe not. And Sid Meier's Civilization Revolution is as good as you will get as far as "similar" games go.
I wish there was more games like Tropico on the X-Box
