Shadow Broker, hands down. That really set a bar no one else has bothered to attempt even. Then Broken Steel from Fallout 3 and Undead Nightmare from RDR are easily my top three.

Halo 3 - Heroic map pack

It has one of the best trailers I have ever seen for a DLC, with having the entire cast of Red vs Blue do a "tour" of the new maps. I loved every map in the pack, Rats nest was perfect for me as I loved to race around the outside to get splatters. Standoff was brilliant for BTB games and it actually made me enjoy playing CTF, and Foundry really catered to my creative side by allowing the Forge tool a lot more options / objects

The Secret Armory of General Knoxx from Borderlands 1, Tiny Tina's Assault on Dragon Keep from Borderlands 2 and the Mechromancer and Psycho packs of Borderlands 2 stand out as my favorite DLC. The Anniversary Map Pack from Halo Reach isn't too bad either.

My favorite DLCs are from the Mass Effect trilogy, particularly Lair of the Shadow Broker, Leviathan, Extended Cut (combining Leviathan+Extended Cut for Mass Effect 3 makes it better ) and Citadel.

Shivering Isles. Sheoforath comes a close second for funniest NPC. Plus the size of the dlc is vast. Screw you Skyrim dlc, you suck. This is a real expansion.

Lair of the Shadow Broker. Another big expansion, and worth buying, except I got it free. But would have been happy if I'd have paid for it.

Teeth of Naros. I actually enjoyed this dlc more than Legend of Dead Kel. Even though it was fairly short. Good main game too.

Agree with most of the Skyrim DLC was great (except the adoption one).

I bought the Platium Hits version of Fable 2 and enjoyed every minute I put in that game. I don't remember hating any of that game.

So far, it's probably Tiny Tina's Bunkers and Badasses DLC for Borderlands 2. It's pretty hilarious.

I do like a fair amount of the Mass Effect DLC as well.

Both GTA IV DLCs were excellent and could have stood up as individual games in their own right. However I still, and probably always will hold a special place for Broken Steel. A prefect epilogue for an otherwise-perfect game, I also understand it should have been in the game in the first place. Perhaps that's why it fits so perfectly; it was in the game but cut out to make more money later. Bethesda, you sneaky dogs..

Whichever DLC from Blops that had the "Moon" map ... I played "Moon" more than I really should admit. Just loved bouncing around in low grav and being scared out of my mind from soundless zombs from behind.

I also really loved RDR's Undead Nightmare.

A third DLC would probably be the "Rise of the Samurai" campaign for Total War: Shogun 2. Easily one of the best DLC's for the Total War series ever done.
