Is it ok to retire soldiers for the "No One Left Behind" achievement

OK, So I have messed up the achievement for using all player abilities in game... I didn't get a particular skill on any of my support staff - so I cant use it and I think im on the last mission. What im wondering is if I can fire one of my agents, get a new support guy and try to level him to level 3 in time for the end of the game.

is there an easy way around this without having to replay most of the game to get Carter up to level 8?

I can't imagine why this wouldn't work.

I'd say go for it. If you can retire a soldier who has the same abilities as another you can do that if it makes you less reluctant.

That way you'll still have access to all abilities.

Also, Remember that if you use an ability and then have to reload a checkpoint for whatever reason you have to re-use the ability.

For example, I used taunt, Died and reloaded. Didn't use taunt again because I had already used it. . . Well when I finally unlocked all abilities for Carter I didn't get the achievement. . . I had to go through and use the abilities again and found out that I had to use taunt again because of the reload.
