Stuck at Level 25

If I delete Broken Steel from my hard drive does that mean I can't level up anymore? I played through The Pitt and didn't level up or even move.

if you delete a DLC, no savegames that require that DLC will be usable until the DLC is installed again.

That's not totally true, you'll get a message about missing content, but the save will still load and should still work. It won't of course if, say, you're doing the Broken Steel quests and then delete Broken Steel midway through, but besides that you can delete them.

Either way your best bet is to just redownload Broken Steel if you can spare the Hard Drive space. The game is much more fun with it and you won't be able to continue after the main questline ends if you do not have it installed.

Yeah, I agree, if you must delete one, delete The Pitt or Mothership Zeta. That's what I did. More because The Pitt was buggy as hell, though, and the game became unplayable after a while because of it.

Broken Steel added the 30 level cap didn't it? S you would have to keep that one to continue to level up.
