With the Ultimate Edition, start Witchhunt, create a new character and you can get this at character creation.

Just to add to this: Elite only pops after character creation if the two specializations you chose are Origins specializations. For example, if you are a Rogue and chose Assassin and Shadow as your two specializations, Elite will not unlock. But, if you chose Assassin and Bard, it will. Just a note, because I was a little confused at first. The same goes for the main story: I ended up being an Arcane Warrior, Keeper, and Battlemage by the end of Awakening, and Elite never popped. So, just to pass on a little tip. :)

Easy enough without dlc

As a warrior talk to alistair to get templar and oghren to get berserker
