I'll answer my own question.

Nope, at level 24 (not sure if there are any other requirements) you unlock a perk that will change your karma to neutral. Just pick that perk when you hit lvl 29. Might work if you use it when you hit 30, not sure. Also, there are similar perks that will change your karma to good or evil. So make sure you have a save right before you lvl.

Be good throughout the game (which isn't that hard), When you are mid lvl 29 turn auto save off and masscre Rivet city, Megaton, Tenpenny tower etc. Until your karma is neutral. You get xp for killing the townspeople to don't leave your killing too late into lvl 29. After your achievment pops just load your game from before you went psycho. Hope this helps

The best way I found to stay neutral is to to steal a lot. I also saved Megaton but I made them pay for it so I didn't get anything for Karma this also works with Big Town save them for money. The other thing I did was I went into Vault 112 with good Karma, killed everyone like the Stanislaus Braun wanted and left with neutral karma.
