There are three conversations in the game where you are able to blackmail people, simply use the right words and after the third is used the achievement will pop. You first will be talking to a young boy in the cemetery and the second/third will be when talking to Danny at the Rat Hole.

Young boy choice: ‘Afraid’
Danny choices: ‘I work for the hygiene service’ and ‘I will tell the police’.

First Blackmailer is the Reverend mission after your Tutorial.

First Blackmailer is the Clergyman in the Bishop of Kentridge chamber, he's a stubborn fool. It's literally labeled: "Blackmail"

Second one, in the Cemetary after you have searched Sarah and Johns grave and did the puzzle box, the shed will open, you use the key and there are two kids in the shed. you have to use Dialog "Anger" with the Children.

Third, Talking to Danny the Anvil, owner of the boarding house, former Madam of the Girls in Whitechapel from the first game.

Say "One of your tennants has an Illness."
Say "It's Catchy"
Say "I'll go to the police."

Then the achievement will unlock. It's an annoying one if you miss the kids.

Or you can say to Danny the Anvil: "I work for the Hygiene service" then "I'll call the police"

Achievement description is inaccurate. It fails
to mention the clergyman from the beginning of the game. You cannot obtain the achievement without him.

and with the children the option is afraid, not anger.
