It's a Trap!

Kill 5 rebels at once with a trap in your Mausoleum  

Buy a mausoleum and upgrade it with booby traps. Don't use Military Modernization. Make sure your people are not too happy so they keep becoming rebels, they need to outnumber your army. The best missions for this are No. 6 'Bickering Factions' and No. 13 'The Blind Revolution'. Once you think there are enough of them, save the game and use the edict 'lure the rebels', they will attack your mausoleum. After the rebels win, the mausoleum will blow up, taking out all the rebels around it. It works if there are a lot around, not if they already fled or are still walking out of the blast radius. Your army shouldn't be too small (I fired most, but not all), because all the rebels actually need to be in the place before they win. The trait 'Coward' might help.

New sandbox game, set to easy for everything except God Mode.

Build the island up with a load of farms to get initial exports going, then as soon as you have enough cash to get them going, get a Rum Distillery and Cannery and allow imports. Increase the import amount allowed gradually (as you have the cash) up to unlimited. Once you have enough money to play with (100,000 to be safe), buy the Mausoleum (30,000) and trap it (25,000)

Now, start killing random citizens every 6 months or so, until you have about 8 rebels. Fire and lock out the soldiers in both the palace and mausoleum, and quick build a ministry. Hire a Defence minister, and enact the edict Lure The Rebels.

definitely do this on sandbox as it is unlikely to happen in the story

I have tried ReeKorl's method but even with no army, soldiers still turn up and kill the rebels and even though the rebels surround the mausoleum it does not detonate and then the troops turn up. Where did these troops come from ? when i have no army. there are a couple of achievements on this game i can't unlock... Hmmmp.

It's not clear but you don't have to get all five in one explosion. I got two rebels once, then zero, then three and that activated the achievement. I'm assuming you have to do this in the same game. I loaded up a game where I was very wealthy and then proceeded to upset the people (lowered some wages and raised all the rent so nobody could afford housing, then I starting putting hits on many people). It helped to have money so that I could keep quick building the mausoleum.

I guess we can't edit comments, sorry for the quick second post. I just re-read the achievement and it does say to get all five at once but like I said, I got it by getting five total over multiple rebel attacks.
