Weapon Refurbishment not working?

This is the 2nd time I have run across a protection random event, (once bfr, once after the latest update) and both times I have been unable to refurbish my weapon.

 

I tab over to refurbish weapon, I select the weapon I want repaired with and hit to accept.

 

I'm asked if I'm sure and I hit to say yes.

 

Nothing happens to the weapon, its not repaired, the amount of repairs I can do to the weapon don't change, and the guy is still in front of me and I can press for rewards.

 

Am I doing something wrong or is this broken?

 

EDIT: Third times the charm. Was able to refurbish my weapons this time.

Guess it's glitched. I tried that once before the latest patch. Same thing happened to me. Didn't bother to do this since then. So my guess is that is another glitch.
