In order to get gold stars, you need to perform very well, getting mostly flawless ratings. You can do this on any song but only on the Deluxe or Pro routine for the song and you will need to perform well. That means maintaining your 32X score multiplier for as long as possible by stringing together a large number of flawless ratings. Your score does not matter as much as the number of flawless and awesome ratings you get. Obviously, this would be easier on Deluxe difficulty, and the easiest deluxe routine is I Wish.
