This achievement, "Obsessive Safe-cracker," and "The Perfect Crime" are all obtained during Mission 3, The Bank Job.

When the mission begins, follow the objective waypoint to the Black Market. Here, you can buy a Poppy Tonic that can be used later on to sedate the bank personnel. After buying the Tonic, follow the main objective waypoint to the Dolores Michael's Bank. You'll want to locate the painter's scaffold on the right side of the bank. Near the scaffold is a whale oil tank that isn't quite filled to the top. Grab the whale oil tank. You will need to fill it up at the pumping station in an alley on the left side of the bank. Be mindful of the guards and wolfhounds patrolling this area; either sneak past them quietly or eliminate them however you see fit.

Once you have filled up your whale oil tank and have returned it to the generator near the scaffold, get aboard the lift and activate it. When the lift stops, use Displace to teleport onto the bank's roof. There will be three guards on patrol atop the roof, so take care of them by whichever means suit your playstyle. With the guards eliminated, you can follow the waypoint on your HUD to the ventilation system on the far side of the roof and dump the Poppy Tonic into the ventilation shaft. This will cause all the bank personnel within the building to fall asleep.

Now enter the bank through the rooftop access. When you emerge within the building, make a manual save as backup.

Your goal from here on out is simple: get to Dolores Michael's office, steal her vault key, and crash the vault through the floor, all while making sure not to disturb any sleeping guards, get detected from Clockwork Soldiers, or disable any security alarms. It is important you do not touch any guards throughout the rest of the mission; let them sleep!

From the current position you find yourself after having entered the bank's rooftop entrance, make your way downstairs to the main lobby. Stand in the middle of the lobby, face the teller stations, and look up slightly to the right. You should see an open window. Use Displace to teleport up to and through the window, then move to the left hand side of this room and over the railing to enter the teller workstation. Locate a large red button along the back wall here. Interact with the button and it will open the door in the main lobby that leads to the atrium. Now backtrack back to the main lobby and enter the newly opened door. This room has two arc pylons that will instantly kill you if you get too close. With this in mind, use Displace to teleport onto the lamp fixtures above and use them to cross to the other side of the room.

Once you are on the third lamp fixture, drop down and open the large white door. In this next room, there are two Clockwork Soldiers on patrol. Hide behind the boxes on your right and then use Foresight to travel to the right side of this room, past the Wall of Light, and up the flight of stairs. Place a marker near one of the clear-glass windows on this floor. At this point, you can cancel Foresight, step into the room a little bit once the Clockwork Soldiers are out of view, and use Displace to teleport through the window and onto the second floor. Continue up the stairs to the third floor and into Dolores' office.

In her office, locate the desk on the far left side of the room and press the red button near the foot of the desk. This will open a "secret" wall on the left hand side of the room. Approach the exposed wall and loot the vault key within. Now exit the office and return the way you came. Rather than descend the stairs, however, call for the elevator instead. When it arrives, enter, look up, and use Displace to teleport into the small maintenance shaft above. Move through this new room and on the far left side, you will find a desk with two intractable drawers. Open the drawer on the right and pick up the Jindosh lever within. Now turn around and make note of the ceiling arc pylon.

Your next task is to use Displace to quickly drop through the floor grating underneath the pylon. It may be tricky to position the Displace marker perfectly, but if done correctly, you should fall through the grate without being zapped by the pylon. Once you fall through, you will be on top of the vault. Use the lever you just picked up to release the four red breakers holding the vault in place. When the last breaker is released, the vault will come crashing down through the floor - somehow not waking anyone up - and "Party Crasher" will unlock.

Drop off the vault, use Dolores' key to open it, and head inside. You should notice that there are six safes within the vault. Starting from the left, use the following combinations to open the safes:
    1. 011
    2. 235
    3. 813
    4. This safe is opened with the two keys you retrieved from the previous mission.
    5. 455
    6. 891
After opening all of the combination-locked safes, "Obsessive Safe-cracker" will unlock.

Finally, exit the vault and follow the waypoint on the HUD to exit the sewers and return to Upper Cyria. The last of these three heist-related achievements, "The Perfect Crime," will unlock once you are back on the streets of the city.
